It was agreed that the suggestin made in the final paragraph of Representation No.14 (Mr. F. Groves, American Express Company) that the composition of the proposed Port Authority should be broadened by the inclusion of one person interested in the trade of the Por, who is neither a Government official, a British

VIEWS EXPRESSED BY MEMBERS OF THE COMMITTEE.

It was agreed that the stags had been reached in the Committee's proceedings when it would be appropriate that the views held by the members of the Committee should be considered, and accordingly the Chairman invited the members present to express their views.

Mr. Roberts's Views.

Mr. Roberts said that a Port Trust to be fully justified should have something substantial to administer or to conserve or both, and its necessity urgently arose when a job was too big for private interests to tackle.

In our case, if it was assumed that the private interests were to carry on operating wharves and godowns, which Sir David Owen himself recommended and which, he thought, should be done, then there was comparatively little left to administer. There might be a wide area to control but the functions would be largely limited to looking after buoys and lights and a certain amount of water front work.

There was extremely little need for conservancy work here because it was a natural harbour and little more than a small amount of dredging was required.
